what are the chains hanging under fire truck and ambulances for?

Snow and Ice traction. There is a switch in the ambulance, fire truck, school bus, or heavy commercial truck which activates these "drop chains". The chains then spin on a spindle, in sync with the drive axle tires to provide grip in the ice and snow.
